		<description>Strategic succession planning; constant &quot;recruiting,&quot; - not just when there&#039;s an opening.  Always being on the look out for great people.  I know that it&#039;s difficult to bring on the best people, especially high-level positions, when there&#039;s not an official opening (budgetary concerns and you don&#039;t want that person just sitting around doing nothing), but if they can add value in some way, then they are in position to &quot;slide into&quot; the ideal position with very little down-time.</description>
